Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.


The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PRoL) and Education. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox’s bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox’s Bazar and other parts of Bangladesh.


Position: Senior Grants Manager

Specific Educational Qualification: Master’s degree in a relevant field

Certification: Not applicable

Contract length: 1 year (with possibility of extension subject to funding, program needs and performance of incumbent)

Remuneration Package: Gross Salary: BDT 156,000 (Per Month), Retention Benefits: 2 (Two) Basic salaries in a year, eligible after 6 months of service, Gratuity: As per Policy, Health and Life Insurance. Mobile Allowance: as per policy)


Purpose

IRC Bangladesh is looking for a dynamic professional with excellent communication skills and an eye for collaborative problem solving to manage a constantly evolving and diverse portfolio of grants.


Major Responsibilities

  • Lead the organization and follow-up of Project Cycle Meetings- meetings after grants awarded, Grant Opening Meetings (GoM); monthly implementation Meetings (GRM); budget review (Budget vs Actual (BVA) review) meetings and Grant Closure meetings in collaboration with the Grants Coordinator.
  • Critical review of financial reports and cross check with technical/narrative report for discrepancies and resolve (if any) in coordination with finance and program team.
  • Coordinate with technical coordinators (TC) for narrative reports, making sure of timely submission of reports by program team, compile & review narrative report and ensure quality for sharing with HQ and donor.
  • If needed, coordinate with relevant HQ colleagues and on both narrative and financial report issues.
  • Monitor and support the use of grants management tools such as FM01 (financial overview toolkit), BvAs, and OTIS (Award Management system) to ensure accurate tracking of opportunities and grants reporting.
  • Provide monthly analysis of BVA for each grant and also update the FM01 analysis comments and share with Grants co and Sr Co GPA.
  • Record keeping: maintain files of the grant portfolio; distribute and share documentation (grant proposals, reports, budget etc.) to relevant staff as appropriate.
  • Ensuring that Reports are updated timely on Box and OTIS
  • Provide technical mentorship on IRC and donor regulations to ensure compliance within operations, program implementation and reporting. Raise compliance issues dedicatedly with program staff and operations team.
  • Provide training and mentoring to program, operations and M&E staff on compliance with donor regulations to ensure high quality implementation.
  • With the support of the Grants Coordinator, coordinate the development of narrative reports with relevant teams, arrange kick off meeting for each Narrative/technical report and explain the expectation from program team clearly.
  • Coordinate award modification documents in coordination with relevant program, MEAL and finance teams.
  • Support the sub award process with local or international partners, including due diligence of potential partners and draft sub award agreement in line with IRC processes and donor requirements.
  • Perform other duties as required of the grants team

Requirements
  • 5 years of experience in humanitarian or development programming with 2 years of specific demonstrable experience in grants management
  • Work experience in humanitarian or development programs/industry.
  • Demonstrable experience in report writing, financial report review, grant monitoring, risk and compliance management, budget realignments.
  • Experience of working with multiple institutional donors is preferred but not a deal breaker
  • Excellent copy-editing skills and ability to coordinate with stakeholders to work to produce high quality documents
  • We are looking for an excellent communicator who can identify problems and find solutions in a collaborative manner
  • Demonstrable understanding of project planning and project cycle management.
  • Ability to build good working relationships and work effectively with program, field staff and HQ from a distance.
  • Ability to work well under tight deadlines and high-pressure situations.
